Steps
- Assess each advisor's strengths - Evaluate what each person does best
- Compare capabilities directly - "For military affairs, Zhong is not as good as Li; for governing the state and winning people's hearts, Li is not as good as Zhong"
- Assign primary role to the stronger candidate - Give civil administration to Zhong, military to Fan Li
- Send less critical person as hostage/emissary - Maintain core leadership at home
