A procedure for responding to territorial demands from a powerful adversary by using the contested resources to build alliances with the adversary's enemies.
Steps
- Analyze the adversary's position - Determine if they are attacking from strength or exhaustion
- Reject direct concession - Refuse to give resources directly to the aggressor
- Identify the adversary's enemies - Find states with deep grievances against the aggressor
- Offer resources to enemies instead - Use the contested territory/resources as payment for alliance
- Leverage the alliance threat - The aggressor will likely seek peace once counter-alliance forms
- Extract better terms - Negotiate from the strengthened position
